Housing is a provision of residential
accommodation. All countries have now found
some degree of state housing provision or
subsidy essential, even in free-enterprise
economies such as the USA. In the UK, flats
and houses to rent (intended for people with
low incomes) are built by local authorities
under the direction of the secretary of state
for environment, but houses in England and
Wales would have to last 2,500 years at the
rate of replacement being achieved by local
authorities in 1991.
