  1. Housing is a provision of residential 
  2. accommodation. All countries have now found 
  3. some degree of state housing provision or 
  4. subsidy essential, even in free-enterprise 
  5. economies such as the USA. In the UK, flats 
  6. and houses to rent (intended for people with 
  7. low incomes) are built by local authorities 
  8. under the direction of the secretary of state 
  9. for environment, but houses in England and 
  10. Wales would have to last 2,500 years at the 
  11. rate of replacement being achieved by local 
  12. authorities in 1991.
